King urges parties to resolve disputes based on constitution

PHNOM PENH: Cambodian King Norodom Sihamoni urged both the ruling Cambodian People's Party (CPP) and the opposition Cambodian National Rescue Party (CNRP) on Friday to meet together and solve their differences based on the country's constitution.

"Cambodia is an independent and sovereign state and has the Constitution as the supreme law, which is respected by the whole nation," the King said in a royal letter sent from Beijing, China.

Resolving national issues should be based on the Constitution and tasked to responsible institutions which are determined in the Constitution and other laws in the kingdom, according to the letter.

The results of the July 28 general election would be officially issued no later than September 8, the King said.

"I'd like to appeal to Cambodian people to continue maintaining national peace and dignity," he added.

The King is currently in Beijing for a routine medical checkup and has been there since August 12.

The royal letter was sent a day after Sam Rainsy announced that if the CPP does not resume talks with the CNRP towards the formation of a proposed independent investigative poll committee into the alleged election irregularities the CNRP will hold a "non-violent" mass demonstration on September 7.

The opposition leader does not want the independent poll committee to include the National Election Committee (NEC) or the Constitutional Council of Cambodia because he believes both institutions are on te side of the CPP.

The independent poll committee, to investigate the supposed election irregularities, must  include representatives from The United Nations as well as civil society organizations, he added.

There's a lot of concern throughout the country that the September 7 mass demonstration protesting the election could lead to violence and cause social unrest.

Initial election results showed that the ruling Cambodian People's Party (CPP) won 68 seats out of the 123 seat parliament, and the opposition Cambodia National Rescue Party (CNRP) had only received 55 seats.

However, the CNRP had rejected the results, claiming that they should have won 63 seats.
